I just read and watched the video for the first left hand form lesson.I thought it was great! Up until now, I think I’ve only been aware of form 1 and seeing form 2 was new to me. I just want to make sure I’m understanding. I think I heard that the both form 1 and form 2 will be used depending on what the music calls for. So for moving around the neck, from 2 is helpful but then if you’re in a more table place, from 1 may be appropriate. Is that correct?

Yes and no. It’s dependent on what you’re playing. Moving around, generally yes for form 2.

But if you are doing anything intricate out of a stationary position, e.g. playing hammer-ons or pull-offs out of a singular chord shape (across more than 1 string), then form 2 will be best. But if you’re just strumming that singular chord, yes form 1 could be best.
